Budget and Scope Appraisal Provide order of magnitude estimate in accordance with concept design Provide life cycle costing and feasibility study. Provide elemental estimates and cash flows in line with project program for scope approval purposes. Provide value engineering for budget and scope interrogation Continuous monitor project cost estimate throughout the design process and liaise with other professional team members (i.e. Architect, Engineers, and Geotechnical Engineers). Procurement Stage Prepare bills of quantities in accordance to the Standard System of Measure, or SANS 1200 system of measure depending on the scope of works. Upon approval of estimate and drawings, draft a procurement document in line with the proposed project contract and, conforming to the client’s procurement policy, standards and norms. Provide cost advice during the adjudication process Provide rate analysis on returned or considered procurement documents. Appointment Stage Ensure that all necessary guarantees and insurances are in place and in line with the contract. Ensure that appointments are complying with the contract. Ensure that all contract documents are in place and have been signed. Liaise with project leader on any other requirements necessary for conclusion of appointment of contractor. Construction Stage Conduct periodical site visits which shall be every week at the foundation stage and every two weeks thereafter. Conduct variation cost adjudication and agree with contractor Quantify costs due to site instructions and agree with contractor Quantify costs for delays and extensions of time and agree with contractor Re-measure all provisional work on site and consolidate for inclusion into the final account Prepare interim payment advice, including advice on sub-contractors other than domestic sub-contractors. Prepare monthly cost reports outlining current cost expenditure on construction, costs due to delays, cost of variations , costs of site instructions, cost of all re-measured work and forecast final account costs. Monitoring and providing advice on adjustment of guarantees. Final Account Stage Consolidate all re-measured work, variations, site instructions with costs, extensions of time with costs and all other work completed on site according to the contract. Provide all back up information justifying all costs of variations, extensions of time and site instructions. Form bundle of documents for final account and arrange a contract signing process. Provide close out financial report. Planning Developing the scope statement; Identifying deliverables and creating the work breakdown structure for the Quantity Surveyor Estimating the resource requirements Estimating time and cost for activities in line with the agreement; Developing the budget; Risk planning; Document Control Ensure that there is a project filing system is in place. Ensure that all correspondences are dated Keep record of minutes Ensure that all drawings received are date stamped, and marked as current or revised with revision date and numbers.
